Because the final term of hsc is always exams so they needed to provide a complete 4 terms for year 12 because thats more of the content that would actually be in the exams
year11 are the slaves most of my teachers barely taught before we got to year12

ok I'm gonna take this as my sign to try a little harder first term to take top ranks firstmhm the transition to year 12 in the last term of year 11 had most people just straight up treat the first assesment like it was nothing, then after ppl realise oh crap that was my chance to rank 1 everyone goes into comeback and locked in mode
